". This report makes it clear that Turkey, despite steps in the right direction, still fails to meet the Copenhagen criteria. These form the basic conditions for partnership and the European Union. It is an illusion to think that these criteria will be met by this autumn, and so it would be premature to mention a date. What is essential to us is that there can be no real democracy under the army's guardianship. It is equally essential that the Kurds should be able to exercise to the full their rights as a cultural minority. A constitutional state is unthinkable without an independent judicial system. While we are still not convinced that Turkey's ultimate destiny lies in membership of the EU, or that the European Union can welcome it as a Member State, we do not want to rule this out at this point in time. This should also be debated within the European Union. A final decision in favour of an association agreement to the exclusion of membership appears to us to be just as premature. We do not want to discourage Turkey from continuing on the path towards greater democracy and more human rights, or from giving the Kurds their autonomy in order to enjoy their culture."@en1
