"Mr President, as I am sure you are aware, next Wednesday the world will commemorate the tenth anniversary of the Rwandan genocide. Nearly one million people were slaughtered, and international intervention came only too late. Even now, we have to ask if there is the political will to put in place the measures likely to prevent future suffering on this scale.
You will, I know, agree that there must never be a 'next time', and I would therefore request that tomorrow we remember the events in Rwanda ten years ago and that we have a minute's silence in support of the need to never stand aside again."@en1
