"Question No 6 by Luisa Morgantini (): Since the beginning of this year an information sheet on 'entry into the territories under the control of the Palestinian Authority' has been distributed to visitors, voluntary workers and officials of the European Union and international organisations. The document states that entry into the Gaza Strip and the West Bank, referred to as Judea and Samaria (Areas A) is forbidden without prior written authorisation from the Israeli authorities. Entry into these territories without such authorisation may result in legal measures being taken against the persons concerned, including deportation and refusal of future re-entry into Israel. Does the Council not consider that this is a violation of the Oslo Agreements and, more generally, international law, as well as a deliberate disregard for the sovereignty of the Palestinian National Authority? Given that the Palestinian National Authority does not control any borders, does the Council not consider that this constitutes an obstacle to the freedom of movement of those wishing to enter the Palestinian territories? Has the Council made any representations to the Israeli authorities, requesting that they withdraw the document and the measures set out in it, or does it intend to take such action in the future?"@en1
