"Mr President-in-Office of the Council, we have heard that the main points of divergence in the Intergovernmental Conference are the composition of the Commission – whether or not there should be one Commissioner per Member State – the Presidencies of the Council and the redefinition of the qualified majority for the adoption of decisions in the Council in accordance with a majority of States and a majority of population. Do you not believe that representation by all States in the Commission helps greater numbers of citizens to identify with European integration, and do you not believe that positions such as that of the Spanish Government, intended to create blocking minorities on the basis of the third Nice criterion – the number of votes in the Council – may push other governments to evade restrictions and to move towards a two-, three- or more speed Europe?"@en1
