". The report concerns an issue that is very close to my heart. I have called for a long time for a serious approach to developing rail transport, mainly because I believe that this is a perfectly viable alternative to the road transport sector, which has already reached saturation point. This is precisely the aim of the agreement that the rapporteur is asking us to approve. The Community’s accession to the Convention concerning International Carriage by Rail (COTIF), is thus crucial to promoting, improving and facilitating international rail transport. This agreement is also important for the benefits it provides from the technical and legal points of view. Another positive aspect of signing up to COTIF is the fact that the European Community does not have to contribute to the budget of this organisation, despite the fact that it does not have a say in its decisions. Because I believe that concluding the agreement in question will result in considerable progress in developing the rail sector and because this is something for which I have been fighting for many years, I am voting in favour of this report."@en1
