lpv:translated text	". The representatives of the will abstain from voting on this report. In the margin of the new statute of EU civil servants, there are two problems that require addressing. First of all, there is the fact that European civil servants do not pay council tax. In places with large concentrations of civil servants, such as certain municipalities on the outskirts of Brussels, the local population is right to question this. After all, European civil servants, like the local population, make use of the municipal infrastructure and other facilities. Since these people are entitled to vote in council elections, there is an unacceptable situation of representation without taxation. The Commission and the Council must find a solution to this. A second problem concerns the fact that the Commission refuses to offer its civil servants who live in Flanders positive incentives to learn Dutch, so that they can become more integrated in their local communities.
