"As I said in relation to Mrs Frahm's recent reports on membership of the Stockholm Convention on Persistent Organic Pollutants and on the 1998 Protocol to the 1979 Convention on Long Range Transboundary Air Pollution, I support any measures that effectively and actively help to raise environmental quality standards. The objective of this proposal for a regulation is to create appropriate legislation for implementing the main provisions of the Convention and of the Protocol, which have not so far been sufficiently reflected in Community legislation. The object of the proposal before us is accordingly to protect human health and the environment against persistent organic pollutants or POPs, which are chemical substances that persist in the environment, accumulate in living organisms through the trophic network – the complex interaction, in a network, of food chains – and which consequently threaten to have damaging and particularly long-lasting effects on human health and on the environment. For all these reasons I share the concerns expressed both by the Commission and by the rapporteur, and I particularly wish to highlight the important proposal to create a ‘name and shame’ system, which means that the names of those who infringe the regulation are to be published by the Member States and by the Commission, thus providing an enhanced guarantee of compliance – by means of persuasion – and promoting more effective protection of human health and of the environment."@en1
