"Mr President, I would like to thank the Council President for his very full and detailed reply. I simply wish to add two critical comments or questions. Firstly, we are constantly hearing the phrase 'standards before status'. I am told, however, by all the major investors in Kosovo that they will not be investing in Kosovo in the long term unless they have some idea of how status is likely to develop. In other words, the 'standards before status' concept only functions to a limited extent because there is simply no certainty about Kosovo’s future. That is a problem for economic progress. The second point I would like to raise in this context is that the Americans have announced that discussions on Kosovo's final status could open in 2005. Should the EU not be preparing for these negotiations this year, in 2004, at the latest so that it is not presented with a ?"@en1
