". That is a very interesting question – as I would expect from one of the more youthful Members of this House. The Council will begin its discussion of the Commission's proposal for the post-2006 Youth programme once it has been formally adopted by the Commission and forwarded to Parliament and the Council. In the meantime, it would not be appropriate for the Council to prejudge in any way the content of the proposal, which is entirely within the Commission's initiative. In parallel, the presidency will take forward work on the new generation of European education, training and youth programmes. The presidency programme in the youth field includes a draft resolution on social inclusion with regard to young people which will invite Member States, in pursuance of the social integration issues contained in the White Paper on Youth, to develop strategies and proposals to ensure that meaningful social inclusion measures are developed in the context of youth policy. I should also like to underline that the Council is conscious of the need to protect children against exploitation in all forms. This is an area in which the Council has adopted a number of measures, in particular, on 22 December 2003, a framework decision on combating the sexual exploitation of children and child pornography. The framework decision obliges Member States to punish specific conduct linked to the sexual exploitation of children and child pornography as criminal offences under their individual national laws."@en1
