In November 2003 the Council started its examination of the legislative proposals that the Commission had forwarded to it on 18 November 2003, aimed at integrating the support schemes for cotton, olive oil and table olives, tobacco and hops into the regulation on general reform of the CAP, which the Council adopted in September 2003. An initial general debate was held on these two proposals for regulations at the Agricultural and Fisheries Council on 17 December 2003. At that meeting the producer Member States' delegations voiced their misgivings about the impact which the proposed measures would have on the sectors concerned, in the knowledge that it involved crops located, for the most part, in Objective 1 areas with conversion difficulties. These discussions are ongoing and it would be premature to prejudge the outcome of the proceedings and discussions to be held in the Council. Nonetheless, the Council will pay special attention to the impact of the reform on regions whose agricultural economy relies heavily on crops covered by the reform. The Council and the Commission have taken due account of the European Parliament's opinion in the framework of the reconciliation procedure and will endeavour to find a balanced solution, taking into account the various interests at stake."@en1
