The report on the recognition of European qualifications extends the possibilities for the provision of services and harmonises qualifications in order to increase the mobility and free movement of labour in Europe. It seeks to give a service provider’s customer a guarantee of the quality of the work provided and to enable him to find the person responsible if he is not satisfied with the service and to insure him against risks. But there is nothing in this text about the rights conferred by recognised qualifications, nothing about the guarantees offered, nothing about the harmonisation of status and working conditions, nothing about improving the conditions of training. We reject a policy that seeks to give every guarantee to undertakings or customers in the case of professional mobility but none to those who work; we reject a policy that encourages social dumping by putting wage earners in brutal competition with one another with no guarantees, thereby undermining their status and social benefit entitlements. We are in favour of a harmonisation of qualifications that is indissolubly linked to a definition of status, working conditions and social commitments in terms of wages and social protection, because that would make for a mobility that would encourage improved living and working conditions in all European countries.
