"Mr President, I agree that we should use tax revenue efficiently. That is the first answer. The second answer is that the Member States usually want to exert influence upon the day-to-day activities of any strong institution they create. They all wish to be able to send a representative to the board of management.
I have already expressed my view in this House. The choice is between adopting a rapid solution during this Parliament’s and this Commission’s terms of office or of waiting for a more uncertain future to arrive. I chose the more rapid solution, because all the current crises concerning network security have shown that we must take prompt measures."@en1
