". I do not wish to commit myself by giving you an answer and running the risk of being contradicted later on. We should actually be aware that this project is complex and that, as is only proper, we need to examine it from the point of view of Community legislation on the environment, from the point of view of the rules and, finally, from the point of view of this rather original analysis that we wish to conduct of the entire project. I think the Spanish authorities have finally understood our approach, whereas at the beginning it was more a question of gaining approval on a project-by-project basis. We want to produce an overall assessment of all of the information that is available to us, in particular of the effectiveness of the project and its cost to consumers. Ideally, we would like to be ready to issue this assessment during the course of the summer, at the end of this six-month period. We have carried out preliminary studies, internal consultations and economic analyses. The Commission’s assessment will cover all of the technical projects themselves but will also include the economic analysis that will be made of them. This is, after all, a major ecological project and we are therefore going to proceed responsibly, which should enable us to issue our overall assessment of the Ebro water transfer project during the course of the summer."@en1
