"Mr President, like the majority in this House I have voted in favour of the excellent report by Mrs Prets on this very sensitive issue. The problem is that whenever stateless nations of the European Union, such as the Basque country, try to implement approved guidelines, the French and Spanish authorities adopt a thoroughly contemptuous attitude. Last week in Bayonne, people were ejected from a court of law and sprayed with tear gas because they had dared to speak in Basque and promote the use of the Basque language in public services. Members of this House will shortly receive full information on this regrettable incident. I must point out that the opinion of the Committee on Foreign Affairs, Human Rights, Common Security and Defence Policy, attached to this report, states that cooperation policy in the European Union is 'unthinkable without respect for and promotion of cultural diversity as an integral part of the identity of the political entities and communities involved.'"@en1
