We believe that the Swedish safety organisation, in conjunction with the work done by the IAEA, WENRA and other existing organisations properly fulfil the requirements for devising safety regulations and monitoring compliance with these. We are, however, doubtful as to whether the EU has the required Treaty-based competence to take decisions on directives concerning the safety of nuclear installations, at least where the Seppänen report is concerned.
