"We Moderates give the highest priority to the best possible level of safety for nuclear energy. We believe that the Swedish safety organisation, in conjunction with the work done by the IAEA, WENRA and other existing organisations properly fulfil the requirements for devising safety regulations and monitoring compliance with these. We are, however, doubtful as to whether the EU has the required Treaty-based competence to take decisions on directives concerning the safety of nuclear installations, at least where the Seppänen report is concerned.
In the final vote, we have chosen to vote in favour of the report since it has not been possible to vote on the proposed legal basis for the directive and since the report is clearly much better than the Commission’s proposal."@en1
