"The answer is unacceptable as regards what we might call the formal aspect, but it is not the first time that the Council, and likewise the Commission, has been asked to intervene regarding breaches of Article 6 of the Treaty. Often these breaches relate to the traditional outlook of certain political and religious regimes that we have seen in recent years, such as the Taliban regime, in which confusion between sin and crime becomes a reality. What we are condemning is this: the Greek National Radio and Television Council made a judgment, clearly based on moral grounds, although this was not within its competence to do so, and decided to fine a private television station for showing two men kissing. Clearly, not all courses of action have been taken but it is equally clear that, regarding this specific fact, there is a case for an assessment to be made and for a political opinion to be issued.
