"I abstained from voting on the resolution adopted by the European Parliament concerning progress by the Intergovernmental Conference. In and for itself, the resolution as a whole contains many good viewpoints and demands. I cannot, however, support paragraph 8 because it says that not every country should be able to appoint a Commissioner. The resolution justifies this by saying that the Commission would be in danger of acquiring an ‘intergovernmental character’ if a Commissioner were appointed per Member State. That is strange reasoning given that this principle has so far operated well and that, to my knowledge, the Commission has never been accused of having an ‘intergovernmental character’. This is basically a question of democracy. It is important that each country should be able to be represented at the highest level of the Commission. That is the background to the position I adopted."@en1
