"Mr President, I would like to deal with the report by my colleague, Lennart Sacrédeus, and at the very outset thank him for the excellent work he has done in drafting it. The amendments proposed in the report will make it easier both to support projects that are important for the European Union and to monitor them. The Commission proposal only loosely defines who will be affected, and quite a number of possible target countries are not at all non-industrialised. In my opinion it is important that this project should apply specifically to those countries and their internal regions which can otherwise be more difficult to reach and with which the European Union can be considered to have an obvious need to develop mutual understanding and cooperation. What I think is a particular problem is that cooperation agreements made with non-industrialised countries can easily focus just on promoting economic development. In this situation we should remember that improving social conditions has unquestionable value in international cooperation and a clear, albeit indirect, effect too in the way it promotes economic development. For this reason I am of the opinion that it is important in the report to stress the importance of dialogue between the Commission and Parliament before issuing a call for proposals. Only in this way can Parliament ensure that it has control over how resources are allocated and can also support humane development aims. The decisions made by the Commission regarding priority themes take a strong stance on European Union values, and it is very important that Parliament, which in the eyes of the people represents the Union, can influence these decisions."@en1
