"Mr President, after the votes in the Committee on Foreign Affairs, Human Rights, Common Security and Defence Policy, Mrs Napoletano’s report can surely be adopted by us all. On the other hand, the report has become too broad in scope and too detailed. The basic problem with it is the way it confuses concepts, which is due to the fact that the Commission has combined the Wider Europe policy and relations with our neighbours in the same initiative. In practice the Wider Europe policy covers relations with our eastern neighbours which are in Europe. Our southern neighbours on the other hand are the non-European countries of the Mediterranean region and the Middle East. The Group of the European Liberal, Democrat and Reform Party has endeavoured to clarify concepts with its Amendments 15 and 16. The Union would have a Wider Europe policy which would be supplemented by our policies known as the Northern and Southern Dimension. The new Neighbourhood Policy and the new Neighbourhood Instrument would be implemented in respect of all our neighbours, in the east, south and north. I hope these amendments will be adopted."@en1
