This proposal is intended to establish a multiannual programme (2004-2008) for awarding grants to promote cultural organisations, in order to establish a legal base for existing grants, which were previously included in the Commission’s administrative expenditure. Now, however, following changes to the Financial Regulation and rulings of the Court of Justice a legal base is required for these grants. This line must be approved so as to ensure that existing cultural organisations receive Community funding, in particular the Cistercian Route line. It is a pity that the budget has fixed a total of only EUR 30 million for the entire period. Lastly, I welcome the rejection of the proposal for an amendment attempting, unacceptably, to give Nazism and fascism equal standing."@en1
