"The next item is the Commission communication on a comprehensive monitoring report and strategy paper of the Commission on the progress towards accession by the candidate countries. As I remarked earlier, there are many distinguished guests in the gallery today to follow this item. They are very welcome. I am pleased that we are joined today by the President of the Commission, Mr Prodi, and by Commissioner Verheugen. I know from my extensive contacts in preparing this debate that Commissioner Verheugen is determined to have these reports adopted by the college of Commissioners after he has presented them to this House. I regret that as a result of a failure by those other than Commissioner Verheugen to observe the correct procedures, you will, over recent days, have already read in the newspapers much of what you are to hear today. Indeed, it was reported extensively in some French newspapers yesterday. This is not a criticism of Commissioner Verheugen, because I know he was determined to follow the procedures as agreed between this House and the Commission. I regret that this afternoon we will not be hearing for the first time what should be a major communication between our institutions from one year to the next."@en1
