"The Brussels European Council promised to be a lacklustre affair, with few hopes pinned on it. The statements made to us by the Presidency of the Council and the European Commission confirmed the across-the-board mediocrity of a Council unequal to what was at stake, particularly in the social and employment spheres. Regarding the IGC and the draft Constitution, it has unfortunately been confirmed that the debates, and, therefore, the possible last minute compromises, relate, and will relate, solely to the weighting of the votes in the Council and to the number of European Commissioners. We are very far from the genuine social issues and issues of citizenship that would necessitate a new constitutional framework, different from the liberal framework characterising the draft presented by Valéry Giscard d'Estaing. Even when modified at the margins, I do not warm to the draft as it stands."@en1
