"The reinstatement of the farming line and the significant effort envisaged for rural development must both be welcomed, unlike the unacceptable reduction in appropriations requested to the detriment of the tobacco sector, which is extremely fragile in terms of employment. In the international arena, the very serious situation in Iraq and the help to be provided for its long-suffering citizens and for its sorely tried infrastructures require some simple principles and ideas to be recalled. Foreign policy must remain under the sovereignty of nations. In the field of Union aid for the reconstruction of Iraq, the Council of Ministers, like the European Commission, has agreed to acknowledge that a sum of around EUR 200 million until the end of 2004 would provide the necessary and sufficient contribution to the reconstruction of the country, leaving food aid and emergency aid aside, in the knowledge incidentally, that Iraq’s absorption capacity, according to these institutions, is limited. Furthermore, in order to match the needs of the Iraqi people, the European Union’s contribution must be set against the background of a specific political agreement on the conditions for its implementation, with a key role being given to the United Nations."@en1
