". The Commission does not have any ambition to increase the consumption of alcohol in the European Union or indeed in the Member States, and nor do its policies seek to achieve that. As I have indicated to you, the measures that are being undertaken by my Directorate-General and by others in the Commission, seek to achieve a situation whereby there will be a reduction of binge drinking in particular, especially among young people. This phenomenon exists in a number of Member States, not all Member States. It is, however, an issue for the Member States themselves. It is a national competence issue and it would be wrong to look to the policies of the European Union either to encourage or discourage alcohol consumption. We can only act in the light of the competences that are available to us at European Union level: this issue is the primary responsibility of each individual Member State, and some Member States have a bigger problem than others. Those Member States that have a bigger problem should ensure that they put in place policies at national level to try to resolve this situation."@en1
