"Mr President, I am amazed to hear Struan Stevenson use the argument that we have to have these deals to maintain the historical fishing piracy of Spain and France. The world changed in 1976, as the empty ports of Hull and Grimsby can testify. We would not even be having this debate if it were not for the total, abject failure of the CFP and the need for more and more waters. And yet, as early as 1994, the warnings from Senegal were there for all to see, at least for those who wanted to. These deals have caused havoc and destruction, both environmentally and socially, in some of the poorest parts of the world. What is the response from the Commission? It is the use of this wonderful word 'partnership', which, as yet, means nothing. But the Commission's spin goes a bit further than that. It says that if it were not the EU doing it, then it would be private enterprise, and there would be somebody out there who is 'worse than us'. I have seen Kenya, where private enterprises have been causing problems, but in my view two wrongs do not make a right. Perhaps the only good news is that a growing number of Members here are beginning to wake up to what these deals really mean and the opposition in this Parliament is now up to over 100. In England, we regard the maritime blind eye that was turned by Nelson to be an act of bravery and honour. But this is not the case with Commissioner Fischler, who continues to turn a blind eye."@en1
