"Mr President, the text adopted at first reading in Mrs Villiers’ report does not amount to a significant improvement on the Commission’s text. Nonetheless, it does represent an acceptable compromise, and we would have been prepared to support it, had the second part of Amendment No 86 not been adopted. In view of the importance of the matter, it is most unfortunate that investment firms should in practice have been exempted from trading at the advertised prices. This runs counter to transparency. I would simply like to point out that no substantial majority was reached in the House in support of the text. This was the case both for Amendment No 86 and for the final text. I trust Mrs Villiers will take this into account. It is to be hoped that when the Council returns the text to Parliament for second reading the House will agree on a compromise acceptable to more Members."@en1
