lpv:spoken text	". – Mr President, I should like to point out to Mr Davies that yes, we have proposed that this should be used for the water initiative which covers what I said: both water and sanitation projects. We concentrate on Africa and it covers the whole range, from big plans for big rivers in Africa down to grassroots projects such as drilling new wells or building sanitation facilities. We have presented the idea that the water fund should be used for this purpose, and that EDF money should be earmarked for that water fund. Normally, funds are not earmarked in such a way. That has been a problem within the Council. The Council is not so fond of setting up a particular fund and a secretariat to work with the concrete implementation of this plan and the 'Water for Life' initiative. We hope, of course, that the Council will be able to overcome these problems and the obstacles it sees, but that is the situation in which we find ourselves at present."@en1
