"Mr President, this Constitution does not reflect the thoughts, hopes and aspirations of ordinary people. It does nothing for jobs or economic growth and widens further still the democratic deficit. The gap between the governors and the governed is now a gaping chasm. Those who wish to force this Constitution upon the peoples of Europe should pause for thought. If national governments attempt to pass this without consulting the people, it will be a constitutional abomination. Worse still, it is a very dangerous thing to do because when people realise that voting in general elections can change nothing – because the power has been given away – what are they left with? All they are left with is to resort to civil disobedience, and civil disobedience can quickly break down into civil disorder. Free and fair referendums must be held in every Member State or you will unleash the very nationalism that the EU was supposed to stop."@en1
