"In response to Mrs Buitenweg on the question of the European Refugee Fund, I am very pleased with the proposal of the Committee on Citizens' Freedoms and Rights, Justice and Home Affairs to slightly increase - I say 'slightly' because Commissioner Schreyer is here listening to me so I must be very careful - the Refugee Fund. I would like to draw your attention to the fact that the fund is managed in a very decentralised way.
The option on the priorities of the use of money from the fund is given to the Member States, providing they respect the general guidelines on the legal instruments. Therefore, I want to tell you very frankly that up to now, when it comes to return, only 28% of fund money of the has been used by Member States on return actions. I would emphasise once again that the fund can only be used for 'voluntary' returns. I underline that: 'voluntary' returns. There is no possibility at all to use fund money for 'forced' returns. This impossible; it is against the legislation.
We are conducting a fully comprehensive evaluation of the fund this year so that we can have a better assessment on the way the Member States have used the fund. This will also enable us provide you with new guidelines and an amount of money for the fund for the new financial perspectives.
I hope that this evaluation will be concluded by the end of the year and as soon as I have it I will pass it on to the Parliament as usual."@en1
