". We can subscribe to some of the joint resolution’s exhortations and agree to collaboration between countries faced with disasters, in particular to help countries such as Portugal. The text as a whole, however, only hides the Member States’ responsibility in their incapability of dealing with the repercussions of the heatwave and the forest fires. Obviously the heatwave itself was not the responsibility of the Member States; nor, generally speaking, were the fires. Why though, were there not enough staff in old people’s homes and in hospitals to deal with the consequences of the heat wave on elderly people? Why were there not enough firemen, and not enough equipment, to fight the forest fires? It is because all Member States, even the richest ones, have for years been cutting back the budgets for essential public services. They are reducing funds allocated to them; they are not taking on staff in sufficient numbers. Even at normal times, the emergency services at hospitals and the fire-fighting services are at their limits and can meet their obligations only by subjecting their personnel to intolerable working conditions. In such conditions, what value can be attached to promises – in any case extremely vague ones – that it will not happen again?"@en1
