"Mr President, I would like to clarify one point: I certainly accept responsibility for this report, but I must point out that it was adopted in committee by 24 votes to 17. Furthermore, it was the subject of a number of amendments, which I discussed with the Chairman of my committee once again this morning. That means that not all the proposals and amendments were of my making. I believe that some caution is called for. Debates do take place and some points are not clear-cut.
Nevertheless, that does not mean that I am not considering this issue. I find it really shocking that the role of the rapporteur should be reduced to a duty of responsibility. My intention was quite simply to emphasise those points that I regard as important, and in particular the aftermath of the attacks on 11 September 2001, conditions in prisons and discrimination. Various proposals were subsequently made, however, which I did not originate. I am neither for nor against the adoption of children by same-sex couples, it is quite simply not a clear-cut issue."@en1
