". Mr Ferrández Lezaun, the initial estimate that can be made of this can be only a very rough one, as there are no binding provisions relating to irrigation, for example, on which fruits or crops farmers are to cultivate on the irrigated areas. That is left to the individual farmers as a management decision. They will probably cultivate those fruits that open up the best economic opportunities to the individual farmer, but what I can make clear from the outset is that such changes will not give rise to the topping-up of this or that milk quota, nor will the Community be willing to accept such things as, for example, higher hectare premiums or additional reference areas for any crops. The whole project must be handled subject to the existing framework conditions under the laws on support grants."@en1
