"Mr President, the failure of the stated ambition of the European Union’s regional policy to bring about economic and social cohesion presages even more unfavourable prospects for its application to the weaker Member States following enlargement. Indeed, in numerous cases, not only has there been no reduction in the development gap, but also enlargement has widened the gap between the regions lagging behind and the developed regions. This is true both of the island and mountain regions and of the towns plagued by mass unemployment and poverty. For example, after 23 years of integration, Greece is still the poorest country in the European Union. It is becoming poorer and poorer, with regions in which the income is falling. The lack of resources and constant cutbacks have not helped to strengthen the widely broadcast concept of cohesion or stabilise the level of development. On the contrary, they have resulted in shake-ups which have exacerbated the economic and social disintegration of the regions. In addition, the poor regions have more than doubled since enlargement. This state of affairs, Mr President, is such that we cannot accept the rapporteurs’ appraisal of the excellent results achieved during the course of the economic and social cohesion of the regions of the European Union."@en1
