". We voted against the joint resolution. The discretion of the State must not take precedence over that of the people. Contrary to what has been stated, the referendum was not a first step towards the restoration of normality. It was antidemocratic, since the opposition did not have the right to campaign. It put in place a Chechen constitution which legitimises Moscow’s dominant power, making it compulsory to use the Russian language alone in government matters, and giving the President of the Russian Federation the power to dismiss the Chechen President. The main concern of the people of Chechnya is not the fight against terrorism, but rather the fight against military occupation and the fight to improve their living conditions. These are atrocious as a result of Russian bombardments. Unemployment, which is already massive in the Russian Federation, owing to ultra-liberal policies, is made even worse in Chechnya and in the Caucasus by the demands of the military. Moreover, it is curious that the ad hoc delegation has not reported these facts to us. Peace in Chechnya and the search for a political solution require the opening up of direct negotiations between the representatives of President Maskhadov and the Russian authorities. The end of military conflict can only be based on an official cease-fire and the withdrawal of the Russian armed forces."@en1
