". We have refused to validate the results of the European Council in Thessaloniki. First of all, we refuse to consider immigration issues as the main problem in Europe. At a time when immigrants who are the victims of poverty, political repression or conflicts are dying every day before the walls of Fortress Europe, whether at Sfax or at Lampedusa, we are reaffirming the principle of free movement and freedom to become established. The creation of transit centres and regional protection zones, or the stepping up of policing and repatriation measures at the border are practices that have proved to be both inhumane and ineffective. Finally, we do not recognise either the legality or the legitimacy of Mr Giscard d’Estaing’s proposed constitution for Europe. This text, the result of the anti-democratic process of the Convention, is nothing more than the expression of the supporters of a market-based Europe, a Europe of democratic and social regression. This draft text, having been through the hands of the Eurocrats, is now in the hands of the Heads of State or Government. If the citizens of Europe want a constitution, there must be a constitutive process based on democracy, social rights, public services and the general interest. In voting against the resolution, we are defending that point of view."@en1
