". The Council is following the human rights situation in Indonesia, particularly in Aceh, very closely. Since the breakdown in peace talks and the subsequent declaration of martial law in this province in May 2003, the Indonesian security forces have launched a significant joint operation against the Free Aceh Movement. Military police operations are being carried out in this province on a vast scale which could effectively endanger the safety of personnel of international NGOs and UN agencies. The European Union has urged the Indonesian Government on various occasions, both in public and in private, to protect civilians during the ongoing battles, to safeguard the human rights of the population of that province and to seek a peaceful, negotiated solution. The Union would remind you of the recent Resolution on Human Rights Defenders, adopted by consensus at the 59th Commission on Human Rights in Geneva. This resolution calls on all the States to adopt the necessary measures to protect human rights defenders and in this regard, I can assure you that the European Union will urge the Indonesian Government to allow Hina Hilani, Special Representative of the Secretary General of the United Nations on Human Rights Defenders, to visit that province. Moreover, the Union will continue to closely follow developments there and to express its serious concerns, in an appropriate way, to the Indonesian Government."@en1
