It is very clear that a Member is entitled to make a contribution in a debate and to have it responded to with some serenity. In this case, in the vigour and flow of his response, Mr Berlusconi perhaps allowed himself to go beyond the ordinary rules of engagement. I will first hear Mr Schulz, who is entitled to speak, and then I shall return to the President-in-Office of the Council, if he wishes to respond.
