"Mr President, Europe finds itself in economically heavy weather. All the Member States are having to tighten their belts, the European Union likewise therefore. Apart from the fact that the 2004 budget is dominated by the accession of an expected ten new Member States, we shall be using the activity-based budgeting tool for the first time. I want to ensure that the expenditure on administrative management is kept to the minimum possible. As has already been said, the Commission has based the expenditure on agriculture on too low a euro-dollar rate. Can the Commission give an indication of the expenditure at the current exchange rate? I support Amendment No 2 to increase the resources for the fishing vessels scrapping fund. The Commission must then however exclude any form of capacity expansion or subsidisation from the structural funds, otherwise it is just banging your head against a brick wall. The drop in the structural funds for the current Member States I applaud. Strict application of the N+2 rule is necessary, otherwise the reservoir of commitments will endure artificially. Given enlargement this cannot occur. Amendment No 4 does not therefore warrant any support."@en1
