"Question No 40 by Elly Plooij-van Gorsel (): Directive 2001/29/ECintroduces the principle of 'fair compensation'. In 2002, Commissioner Bolkestein confirmed that that is a new concept different from the principle of 'fair remuneration' (levy system). In April 2003, however, the Commissioner stated that the Directive does not require Member States to give up existing levy systems. Is it really the Commission's opinion that the principle of fair compensation which has been introduced is a new concept? In the Commission's judgment, are existing systems based on fair remuneration in keeping with the Directive? Is it the Commission's opinion that Member States must bring their legislation into line by introducing a specific reference to the principle of fair compensation? Is it the Commission's opinion that the principle of fair compensation introduces a harmonised basis which will put an end to the diversity in lines of reasoning put forward and, in the process, the differences in amounts charged?"@en1
