"Commissioner, listening to you is a pleasure, but as I listened to you talk about Africa I recalled that, at present, that continent is the scene of tragedies on a vast scale. There are countries and states in Africa that have been completely dismembered. There are peoples fleeing from war. There are shattered countries. There are tragedies in Africa that defy description. Since we are speaking of trade with Africa, or the growth of trade relations with that continent, I would ask the Commissioner whether an attempt to bring peace to the countries of Africa might not be a fundamental prerequisite. Might there not be a political question to resolve before the trade question? My point is that without peace in Africa, without the stability of its countries, I do not see how one can talk of trade as calmly and with as much aplomb as the Commissioner."@en1
