At this stage I regret to say that you have missed the boat with regard to setting the agenda. We did not deal with it last week at the Conference of Presidents and it was not signalled to us under the relevant procedure in time to deal with it today. We have already been through the adoption of the agenda and the issue was not raised at that time. It seems to me that I have covered the requirements under the Rules of Procedure. Under the Rule you quote it clearly says that we adopt such changes at the start of a part-session. Regrettably, you raised the point when we had finished that part of the procedure."@en1
