This is a new interpretation of the Rules of Procedure, a new innovation by Parliament. I therefore felt that the procedure defined in Rule 130a of the Rules of Procedure should have been followed. At this stage, however, I do not want to labour the point. It is the Bureau’s decision and I can of course do no more than note this development."@en1
