"Mr President, the Indonesian Government must formally put on record its opposition to human rights violations such as unlawful killings, including extra-judicial executions, disappearances and torture. It must make clear to the security forces that any violations will not be tolerated and that perpetrators will be brought to justice. Both sides have to adhere to international human rights and humanitarian law – and be seen to adhere to them. There must also be a proper chain of command for security personnel. They must be made aware that they will be held criminally accountable for carrying out atrocities – not only the people who carry them out, but also those who give the orders. Crimes against women and children should not be tolerated under any circumstances. Unfortunately these continue at present. The Indonesian Government must take measures to protect the human rights defenders and members of the press who speak out about these atrocities."@en1
