"We voted against the Oostlander report on Turkey’s application for membership, even though the rapporteur demonstrated some desire to moderate the usual positions of the Council and the Commission. It appears, therefore, that the message from the grassroots is beginning to influence some MEPs to some extent. In particular, the report seems to have a good appreciation of the immense amount of work that remains to be done in order to establish values similar to those of the European Union, not only in Turkey’s State superstructures (which would involve dismantling the authoritarian State), but also throughout its population. Ultimately, the Oostlander report does not, however, dare to break the taboo, and continues to give the impression that, by the end of 2004, we will be able to think about actually beginning accession negotiations with Turkey, if it makes efforts to satisfy the Copenhagen criteria between now and then. We think that we should be more realistic, and not underestimate the profound differences between Turkey and Europe. In any case, we ask that the people not be once again presented with a fait accompli and that they be consulted before any negotiations are begun."@en1
