"Mr President, I agree with the Council that it is the Commission who is conducting the constructive dialogue on energy. Nonetheless, the Commission, like the Council and the European Parliament, is part of the European Union and moreover it is for the Council to establish the broad guidelines on foreign policy.
Consequently, if the report due to be presented soon by the International Atomic Energy Organisation contains negative conclusions, will the Council ask the Commission to break off this constructive dialogue on energy? This is what I would like to know. It is indeed the Commission that implements decisions but it is primarily the Council that establishes the broad guidelines."@en1
