lpv:spoken text	". Mr President, I wish to begin by expressing the Commission's gratitude to Parliament for agreeing to deal with this matter under urgent procedure. As you know, the agreement we are discussing tonight will establish the number of ecopoints allocated to Croatian trucks transiting through Austria for 2003. This agreement, in the form of an exchange of letters, is foreseen in the Road Transit Protocol to the Interim Agreement between the EC and Croatia on Trade and Related Matters, which took effect on 1 March 2002. The number of ecopoints and the other administrative aspects of the agreement were agreed in order to ensure non-discriminatory treatment of Community trucks during the validity of the ecopoints system inside the Community. I understand the agreement is already applied on a basis. I very much hope therefore that the European Parliament will be able to give a favourable opinion on the draft agreement."@en1
