I broadly agree with the report, although I believe that the case for creating a European Intelligent Energy Agency – one of the solutions suggested by the rapporteur for increasing energy efficiency and the use of renewable sources of energy – remains to be proven. Simply creating yet another bureaucratic body is no guarantee that the best use will be made of resources, whereas, according to the principle of subsidiarity, we should first consider the possibility of promoting the exchange of information between Member States and adopting good practices, without overruling national legal provisions or creating artificial structures that come into conflict with these.
Despite this difference of opinion as to the method, I share the environmental and efficiency concerns expressed by the rapporteur, and her conviction that without the participation of local and national organisations, the recommended measures will not be properly implemented.
By the same token, I feel that the concern and the particular care the rapporteur demonstrates towards the enlargement countries and the changes they will need to make when they join the Union are extremely clear-sighted."@en1
