"Mr President, in the eastern part of the Democratic Republic of Congo, two tribes, the Lendu and the Hema, are in conflict with each other. Hundreds have already been killed, and thousands are fleeing. Since the Ugandan army left the region, the MONUC is on the scene, but its combat forces number scarcely 625 troops as against 25 000 combatants. There are not enough MONUC soldiers. In addition, even Mr Mbeki is of the opinion that their mandate must be strengthened, because they do not have a mandate that permits them to use force to stop the violence. Thus the violence continues to increase. The Security Council should now speak out about this. It is not even possible to help those who have fallen victim to this mass slaughter, as the security conditions do not permit this; and the international organisations have had to withdraw. I would ask that you, in your role as President of the European Parliament, urge the Security Council to do what is necessary in order that we do not see the same thing happening here as we did in Rwanda, with genocide taking place before the eyes of the UN simply because we do not have a mandate and because we are not providing the necessary means to stop the violence."@en1
