In order to make its voice better heard, Europe must strengthen its common foreign and security policy, including with regard to military crisis management. It is only by shouldering its responsibilities more firmly with regard to its own security that the European Union can exist and make its choices count in the essential dialogue with the United States, within a multipolar global framework.
The Treaty on the European Defence Community (EDC) remains a useful source of inspiration. The European Commission could manage the technological and industrial aspects subject to competition rules. A Council of Defence Ministers should be created in cooperation with the national parliaments, while the European Parliament should be the democratic body for monitoring and codecision.
Organised in this way, the European Union would have the means to become a global entity – in the political, economic and monetary and social fields and in the fields of external relations and defence."@en1
