". This report makes a broadly positive assessment of the current situation and of the proposals to be presented at the UN Ministerial Conference, which will take place on 16 and 17 April, in Vienna. Nevertheless, other recommendations should be included, specifically on the need to change the framework of international trade, which is economically imbalanced, on resolving the problem of the indebtedness of the least-developed countries, on encouraging the cultivation of farm produce to replace drug crops and on the use of products to replace drug consumption. In our view, it could be useful to condemn the 1988 UN Convention if we are aiming to exclude penalising drug consumption and the possession of small quantities for personal use, as is already the case in Portugal, and so we rejected the positions that seek to prevent any amendments to this Convention. As regards the so-called drugs tables, we acknowledge that there is a need for some adjustment to the current situation, although this must always be done on a scientific basis, specifically with regard to changing the position of drugs within the table."@en1
